Mr. Jung is a senior foreign attorney at Yoon & Yang LLC. His main practice area involves providing advisory services on corporate legal affairs, including international construction claims, arbitration, as well as project financing.

Mr. Jung brings extensive leadership experience from major infrastructure and energy companies, having served in key executive roles such as General Counsel, Head of Project Finance, Head of the Renewables Business Group, and Vice President at a renewable energy development firm. Drawing on this deep experience and cross functional background, he is providing practical and workable legal solutions and strategic advices—particularly in international construction, project development, dispute resolution, and renewable energy.

He has led complex negotiations and legal strategies in collaboration with global financial institutions, international law firms, and project developers. His proven ability to manage legal experts, navigate cross-border challenges, and deliver commercially sound solutions makes him a valuable asset to clients and stakeholders.

Since early 2024, Mr. Jung has served as President of a national legal society focused on international construction and energy law. He is leading efforts to professionalize and expand the society as a collaborative platform bridging the legal and industrial sectors—linking traditional construction law expertise with the fast-evolving renewable energy landscape.

Representative Matters

[International Arbitration and Dispute Resolution]

Provided strategic leadership in high-value construction arbitrations involving infrastructure projects awarded under public procurement frameworks in host countries:

  • Represented a contractor joint venture in a claim exceeding U$600 million and defended a counterclaim over U$900 million in an ICC arbitration against a Latin American state-owned energy company. The case spanned 14 years, including enforcement proceedings under the Panama and New York Conventions, and concluded with a final settlement.
  • Led a U$700+ million SIAC arbitration concerning delay and disruption claims on a Southeast Asian refinery project. The project was procured under a FIDIC-based EPC contract and involved a four-party contractor consortium.
  • Filed a SIAC arbitration exceeding U$100 million against the owner of a hydropower project developed under a national PPP regime. The claim focused on extension of time and compensation for delay, with legal support provided from the root cause analysis stage through strategic arbitration planning. 

 

[PPP and Infrastructure Legal Advisory]

Advised on concession, EPC, shareholder, and financing agreements in large-scale infrastructure and PPP projects, working closely with export credit agencies and multilateral development banks (MDBs):

  • Led negotiations with lenders and host governments following a major infrastructure incident, coordinating legal responses among public authorities, local communities, and financial institutions.
  • Supported financial close of a landmark tunnel project, securing over U$900 million in syndicated financing from the EIB, EBRD, and a major Asian export credit agency. Financing included direct loans and guarantees under international PPP frameworks.
  • Structured equity and financing arrangements for a Central Asian ring road project, reducing sponsor risk while ensuring bankability through cooperation with EBRD and regional MDBs.
  • Maintains longstanding relationships with K-Exim, K-Sure, and global MDBs, advising on legal and financial structuring for major transport and infrastructure projects in the UK, Australia, and the Middle East.

 

[Anti-Bribery and Compliance Advisory]

Oversaw cross-border compliance strategy and risk mitigation:

  • Led the legal response to a U.S. Department of Justice investigation related to a defense infrastructure contract, successfully resolving the matter through a negotiated settlement.
  • Managed anti-bribery risk assessments and incident responses during project bidding processes across Latin America and Southeast Asia.

 

[Renewable Energy Project Development]

Led renewable energy initiatives with integrated legal, financial, and strategic oversight:

  • Secured controlling interest in a renewable energy platform through structured investment and directed the development of a 450MW solar PV project in the U.S.
  • Managed the acquisition and development of onshore and offshore wind assets totaling over 3GW, including greenfield and early-stage projects.
  • Supervised domestic utility-scale solar and ESS projects, including EPC management for solar and onshore wind farms.
  • Advanced international investments in renewable energy through solar asset acquisitions in Europe and ESS infrastructure development in Northern Europe.
