Kyo Sin Choi is a senior advisor at Yoon & Yang LLC, and his main practice areas are public contracts and public procurement matters.
Mr. Choi is a distinguished expert in public contracts and public procurement with 20-plus years of extensive experience at the Ministry of the Interior and Safety (MOIS). He has accumulated extensive practical experience across the entire spectrum of public procurement, including the drafting of the Act on Contracts to Which a Local Government is a Party and its subordinate statutes (enforcement decrees, enforcement rules and administrative rules), the operation of local contract schemes, and the mediation and deliberation of contract disputes.

During his tenure at MOIS, Mr. Choi served key roles within the Fiscal Policy Division and the Inspector General Office. He was also seconded to Daejeon Metropolitn City, where he headed the Smart City Division. Most recently, Mr. Choi was responsible for the management of local contract schemes and the refinement of related legal frameworks at the Accounting and Contract System Division of MOIS.
Mr. Choi is widely recognized for his caliber in resolving complex contract disputes and presiding over deliberations. His professional contributions include serving as the Executive Secretary of the Contract Adjustment and Deliberation Committee under MOIS, as well as a member of the Contract Deliberation Committees for such major local governments as Gyeonggi-do, Incheon Metropolitan City, and Gyeongsangbuk-do.
